Here is what we know. We have one doctor, previously two; that sole person can now presumably defend people at night...if they pick correctly. We have two people who can arm a third party, and we do not know if they might accidentally arm a Staff member or not. We also do not know how much contact they have with the people they arm; what Kei said was vague, and they could communicate in person or through other means. The third group of the six is two members with an unknown function. They might have been responsible for Franziska and Adam, but that seems to similar to the function of the group that armed Kei, so I would hazard a guess they do something else entirely.

The staff now numbers four, do they not...? And they can act at night, and control the cuffs. They do not know the identities of the people working against them. We can assume the six do not know Staff identities either. This means that of course they might manage to kill staff, but that they can kill us...or protect them. It's a bit of a mess.
